GUI Image editing project?

I'm looking for information on automated or user directed (gui) basic image manipulation.
Something that will automatically, or in a user directed way resize images, rotate them, do filetype conversion handling the usual suspects, .tiff, .jpg, .pdf, .png.
Is there a solution out there that anyone knows of?
It might be advantageous to find a partially completed project and dive in.
