Administer User permission may be a deal breaker for my Drupal install

I have been searching high and low. Been trying a multitude of modules. I do not understand why a CMS as robust as Drupal 6 only has the ability to let users either administer all users or not administer all users. Why in the world I can not set a few user roles and set what other roles they can administer. Lets say we have the anonymous user, authenticated user, writer, editor, and site administrator. Why in the world can I not make it so that an editor can create, edit, and delete a writer without giving him the permission to create, edit and delete, all the administrators as well.

If I can not find a solution to this, I may have to drop Drupal 6 all together. I have tried numerous modules such as Admin Role, Administer Users by Role, and Role Delegation as well as others.

Why would the superadmin not be able to set what roles other roles could administer.

Any suggestions?
